How an entry gets here
An independent evaluator (a registered structural or civil engineer practising in Saint Lucia, or a chartered or registered building surveyor, never the designer, contractor, vendor or agent of the property) records evidence for each of the seven domains as present, absent or unverified, with a source and date, and inspects the home. A reviewer checks the file and issues or refuses the certificate. The certificate is issued to the property, not the owner, so it transfers on sale; it is valid for five years and is void on structural alteration, roof replacement or change of use until re-assessed. Levels 1 and 2 are recorded as assessments rather than certificates, and the owner may choose not to publish them, in which case the entry shows as assessed, not published.
Property identity
Saint Lucia has no public property identifier; the Land Registry is paper-only. The register therefore keys each certificate to the index's persistent property_id (SLH- plus eight characters, derived from the listing's normalised source URL or, failing that, from its district and stated sizes; the rule is documented in the repository's data/SCHEMA.md) and, where the applicant supplies it, the Land Registry parcel reference. Rated properties carry the level mark on their index listing.
What the register is not. The Rating is a neutral evidence label, not an insurance product, an engineering certification, a permit or a substitute for Development Control Authority approval. A certificate records evidence presented and observed on the dates stated against the published standard; it is not a warranty of performance in any event.
